Senior FMS Program Analyst

Job Summary

This Senior FMS Program Analyst will support the PATRIOT program in the Missile Directorate of SAMD. Responsibilities include assisting International Program Managers with program management duties such as preparing case actions in DSAMS, briefings, quarterly financial reports, organizing files related to missile systems and support equipment, and managing repair and return processes. Experience leading projects, gathering requirements, and supporting international programs is a plus.

Roles And Responsibilities

FMS Case Development responsibilities:

• Assist in writing, modifying, and amending FMS Cases in DSAMS.
• Assist in drafting Letters of Request (LOR) for Letter of Offer and Acceptance (DSAMS).

Logistics Responsibilities:

• Coordinate and track shipments of material to and from the country.
• Manage and track the Return and Repair process for program-related material.
• Manage and prioritize critical/urgent spare part requirements and shipments.
• Analyze and plan international transportation in accordance with US Army policies, AECA, ITAR, etc.
• Systems used include CISIL, WebFLIS, WebROR, SCIP, IGC, EFTS.

Support Responsibilities:

• Track and coordinate actions and taskers for SAMD and other US entities related to the program.
• Knowledge of Army business processes and regulations regarding FMS funds and case execution.
• Support Program Management Reviews (PMRs), Working Level Meetings (WLMs), and internal meetings.
• Analyze program budgeting activities, including transaction analysis, data analysis, financial management, and cost/budget analysis. GFEBS experience is a plus.

Travel (CONUS and OCONUS) may be required (~20%).

Basic Qualifications

• Master's Degree with 20+ years of experience.
• Active secret clearance or eligibility to obtain and maintain one.
• Experience supporting Middle Eastern FMS partner nations with in-country experience.
• Life Cycle Logistics Level 3 certification required.
